I don’t know why, but it seems that I can’t make Atomic Shredders anymore, as it is not showing up in my workbench in the Tardis. Can someone help me figure out why this is?

Apparently Morocco doesn’t get access to any cannons, when you build a cannon foundry. I checked each building that follows that one, and none lets me build artillery.
