Why can't I press and hold the co-pilot button for 2 secs to get the live chat? I have to press "Windows + Alt". Am I missing something?

Is it possible to change what the Function part of the Copilot button does? I want the button to remain the copilot button but become Ctrl when the function light in on instead of bringing up menus.
