Verifying home staking

The Stakers Union is continuing to develop our proposal with the goal of growing sustainable incentives for independent validation by developing a Protocol Guild-like organization to serve as a target for public goods funding.

Our current focus is defining the verification process. Ideally, the process would be as decentralized and privacy-preserving as possible. We would like to be able to reliably verify independent operation with additional multipliers for home operation (referencing the Nixo classification).

One option proposed by a community member (PabloMunoz_csc) was to disable/enable attestations at a predetermined time (for validator indices associated with a signed message). While this method is effective in preserving privacy, it may also capture managed stakers.
