What city has the highest population excluding the "metro area"?

I am curious because the population of Tokyo excluding the metro area is 14.18 million (as of Jun 1, 2024, I couldn't find a more recent one). With Metro area, it has a population of over 37 MILLION PEOPLE! So if you exclude the metro area, do the rankings of the cities change?
