Overseas ticket lottery ( Ariake Arena)

The 2nd lottery for the Ariake Arena ticket sales just went live and i don't think overseas fans can apply again (since its being used through w.pia.jp) This being diffrenet than the last time it went through lottery where the 2nd time overseas could apply. Do we know why? Will there be a time for overseas to apply for a lottery?
