Removing glue(?) from fabric purse interior

I bought this Marc Jacob’s bag from an estate sale, but it has this patch on the bottom that seems like dried glue. It’s really stuck on there. I tried scrubbing it off with an old toothbrush but it didn’t budge at all. Any tips?
