Succeeding disgraced convicted former mayors Lionheart and Bellwether, he does not seem like a friendly guy. If he is one of the bad guys, what if he wants to start a war?
War is great for business and the economy of many nations.
What if this giraffe mayor wants to become the leader of the mammal nation, for a goal to start war with reptiles and birds. He wants to conquer them for their lands, resources and labor. To accomplish this he needs to reignite the fires of war so he made a deal with a band of rouge lizard agents along with the razorback cop in order to plan a terrorist attack on the Zootennial. He’s the opposite of Bellwether who wanted to simply rule the city, he’s crazy enough to want to rule the world. Imagine celebrating a centennial only for a massive attack by reptiles ruins it and causes many deaths and injuries, he would also hope to take out Gazzel as he hates the fact she engages in politics when he feels she should shut up and write music. But she won’t, so he wants to take her out which would enrage millions in the city, an attack like this would get the mammals to declare war without a second thought.
This would be a massive conspiracy that would put the Night Howler plot to shame.
