[kiwami] how to encounter majima at club shrine

I'm currently at the end of rank E in chapter 8. already encountered him and beat him at the bowling alley. I have a text from I think ch. 5 telling me to meet him at club shrine. but whenever I go to club shrine I just meet the hostess. Am I locked out of this event and the skill point?
