Has engineering been stealth nerfed...?

I have noticed in the last week that pilfering through parts and going through scraps is yielding next to nothing. I even spent 100k on bolts to pilfer through to test this and I literally got nothing from that as well as the scraps.

It's really weird and I am fully spec'd into this? Anyone know what's going on?
