Two promotions, no compensation increase

Thank you for taking the time to read and think about this post. I work for a tier-two tech company and very appropriately, after 5 years of excellent work, accolades and two promotions without raises, asked my direct manager for a raise.

He agreed wholeheartedly. He, in his own words, said that the company needed to increase my salary by 20K, at least. He made sure to get back to me about it promptly, providing a basket of reassurances that the company would look into it.

It's been two weeks and it's abundantly clear that he hasn't raised the issue with the VP of the department. He even mentioned that he asked about raises for everyone and said that they'll be around 5% (which isn't helpful).

He knows that I'm waiting for some old RSUs to vest in May, so has no incentive to actually ask about a raise for me, as he presumes (correctly) that I'll stay until they vest (~8-10K value).

I'm displeased with the situation, as he agrees that my work is great. I work twice as hard as my male colleague and feel that I'm not compensated accordingly. But my manager is not going to go to bat for me. Any advice?
