Is something like this possible?

Hey all Not a woodworker but my husband dabbles from time to time. I had a question for him that stumped him and i wanted to ask the masses.

Is it possible to make a set of steps that are adjustable? I work with blind kiddos and a lot of them have to practice going up and down stairs - specifically the school bus stairs. The only problem is that the stair heights on the busses differ: the top two steps range from 7-10 inches and the bigger bottom one ranges from 10-16 inches to the ground depending on the bus. Because of lack of availability of the school busses during the day, we don’t have time to practice in a real world setting, so I was hoping to make a set of stairs that were adjustable depending on the actual measurements of the bus steps once I get the dimensions. Is something like this possible? If so - How would it be done?
