When will jungle get a nerf ?

How come the balance team looks at the role and is like hmmm yes, let's NOT touch a role that decides 90% of the game. Every game there is a jungler that drops double digit kills and the other goes 0/10 and every game is a matter of who has the better jungler?.

I just won my last game because my jungler went 15/2 wukong and the ennemy xin was 1/9 ... How is a role allowed to have this much agency over games ?
