Borrowed Melody

New Jesse Welles song called United Healthcare has an obviously borrowed melody at the beginning and I cannot for the life of me figure out what it is. I believe it to be an old folk/Americana song with lyrics similar to Roger Miller's Reincarnation, but the chorus is wrong...Help? Please? Brain about to explode and phone about to die?
