When re-compiling for Fenix 8 support - Garmin tells me "app manifest file deviates from original" - do I have to completely re-submit for approval as a new app?

I used the new builder for some recently launched WFs and after no changes but just a new save, build, and new Export to Garmin upload, Garmin rejects the new file. Thoughts?
