Live and work in any emirate?

Hi Is there any law in UAE which clearly states that an employee can live any work in any Emirate?

My work visa was issued in Abu Dhabi and I work remotely (no objections from the company). Hence I decided to stay in Ajman as that is close to family and friends. However, ICP first rejected my dependents application because the rental contract was not from Abu Dhabi.

I called ICP and asked how does that make sense for me (who's visa is from Abu Dhabi and can live in another Emirate) but my family would have to live in Abu Dhabi.

I know some of my folks who live on the edge of Dubai and commute to Abu Dhabi and vice versa.

This rejection by ICP is effectively enforcing a person who is working in Abu Dhabi to live in Abu Dhabi and is there any rule or law here that I'm missing? Or am I being made to run around in circles by folks who don't know what they're doing at ICP?

[Update 1] - Quite contrary to loads of comments saying to get an Abu Dhabi tenancy first... I visited ICP in Abu Dhabi (as on 7 Jan 2025) and the officer in charge asked for my Ajman Tenancy + Electric and Water Bill to be uploaded. I instantly did that on the spot via the app and asked for a review and it was approved.

So for folks who may be stuck in this similar situation, I would advise to go to ICP in Abu Dhabi and speak with an officer and have your app ready to upload any necessary documents.

[Update 2] I noticed in the app, it appeared for a brief moment that my newly submitted documents were rejected. I was with the officer there, it could not be humanly possible for my newly uploaded document to have been rejected instantly. This leads me to theorize that there is an automated document check system in play. If the format of the document (e.g. Rental Agreement from Ajman (Tasdeeq) would look different to Abu Dhabi (Tawtheeq) one) is not automatically read, then the application may be rejected (for a human review perhaps). These systems may not account for variances, so best to go and check in person if this happens.
