Too much wobble?

I recently got a brand new vinyl, and when I played it there was some skipping once it got to around 25% of the way in. It’s a cheap player that’s been on a shelf for years, not played often at all. Could it be that it’s just a crappy turntable, and I need a new one? Or could it be (god forbid) that the vinyl itself is damaged. I’ve attached a video of the wobble for reference.
