How do you cut your feral toddler with forever ants in their pants nails? Too young for bribery.

My toddler is 17 months and it’s becoming harder and harder to cut her nails. She doesn’t sit still. At most I can get one nail in before she will run away. I try with a clipper and one of those files, it’s basically the same either way. It’s easier to cut my cat’s nails than my toddler at this point. Help. Her nails are weapons.
