Panicking - Is this a tick?

I found this on my leg this afternoon but it was not embedded and came right off when I scratched my leg. Is this a tick? It has a tannish shiny body with orange/red head and legs. I have not been able to find a tick that looks similar to this one on the internet. It is super small, smaller than a sesame seed. Thank you!
