Did Disney cancel popular shows to avoid paying their actors more?

I recently was looking at the history behind Disney channel shows and stumbled across an article which discussed the infamous 68 episode rule. I then ended up down a deep rabbit hole and found an old forum which discussed how Disney retitled their programmes in the late 00's/early 10's to get away with having to pay actors more. I wanted to see if anyone knew more about this and if its true?
