Please help with my external hdd

So i got this my passport WD hard drives, one works fine, and the other one makes a higher pitched sound than the other one, and as you can see in the pictures provided, the har drive shows up in device manager but not in file explorer? I went in the device partitions page and i can't do anything to it there, it's like it is corrupted? What can I do please help
