Hiring someone abroad

For a small online business I run, I wish to hire a remote designer in eastern Europe for work for hire.

Since the person is a foreigner and abroad and I'm registered in CA, is this violating labor laws?

If it's not, how do I issue the equivalent of 1099 to that person?
