Should someone file the past 2 years before the most recent year?

Say someone did 1099 work in 2022 and 2023, but in 2024 it was all W2 work. What should be filed first? Can the person set up payment plans for the previous years owed? What would happen with the tax return for 2024 (W2 work only)?
