Is this scarring, or just… still healing?

Hello there! I got this tattoo exactly 10 days ago and it hurt a lot. It was my first hand tattoo (though I do have a lot in other sensitive areas) and the pain was much worse than I expected (especially since it's basically all linework), but I figured it was because of the placement. It looks very raised and shiny and some lines are overblown, even though it's already peeled, and now I'm afraid this is scarring… What do you think? Should I get in touch with the artist and ask her to touch it up? Would that even help in this situation? I've never had this problem before, at least not as bad.
