Med kit with big boned glitch

The med kit tool tip says it heals all missing health, but it only heals 100 HP, meaning if you are running the big boned perk and have less than 15 HP it doesn't actually heal you all the way. I'm not sure where exactly to report bugs and figured posting here would be the fastest way to let people know.
