Pre Order Method

Hey everyone, I was wondering how you would come along with running pre orders. How will I make sure I will receive my MOQ that my manufacturer is asking for which is 50. What if I drop and I only hit 30 for the first few days ? Do I wait for the orders to hit 50 or do I just refund. Please help me understand !
