Enemies Stick To Ceiling

So I've ran into a bizarre problem that I've never seen before.

Basically when I enter a dungeon, kill an enemy, then die and reload to when I entered, that enemy will most likely be stuck to the ceiling and vibrating, it happens 90% of the time, sometimes that enemy doesn't have to die and sometimes it happens without loading.

Also when I disable the part of the ceiling the NPC is stuck to he goes flying upwards very far.

Also found out that if I kill someone outside then use console to resurrect them they go flying into the sky.

I've found 1-2 threads (not here) with players experiencing a similar problem but not quite.

I have no idea what might cause this so I'd appreciate any help.
