banding in the sky most of the time - what could cause that?

hello fellow Skyrim addicts. Running skyrim AE 1170 with 734 mods.

I am getting this weird banding in the sky, see pciture below. Appears any time of day, this was early dawn. Looks like to fighter jets did a fly by with max fuel burn.
