What good is having a policies and procedures manual if the company doesn't honor it's own policies or procedures?

Sick to death of working alone all weekend when the policies and procedures manual clearly says that "2 people should arrive at close to the same time and walk into the building together."

It's the busiest time of the week for a lot of stores and it's exacerbated by having one person.
