Alternative locations for household hazardous waste disposal?

The place out on Mecham Road is... remote. And it has weird hours that compound the remote location. Unfortunately I've got some oil-fouled water that can't be disposed of at any of the places that accept other things - antifreeze goes here, used oil goes there, but both? Head out into the wild blue yonder with it! And yes I'm aware of their weekly trips to random communities but the calendar doesn't even show any Santa Rosa stops right now.

Sorry. Grumping aside, where else can one lawfully and safely dispose of hazardous materials? If Mecham Road is the only answer, I'm about to pull a Charlie Brown and yell "Good grief!"
