Indie/foreign film theatre

I have a serious question. Would Richmond have any interest in a theatre that would screen indie and foreign films on release? And maybe keep them on rotation for a few weeks, if that's even possible at all. I see theatre's have screenings, but all year round to have a theatre you know will have the film on release. Just wondering what the interest in something like that would be
