Is there anything i can do? About my neighbour?

So I live on a cul-de-sac and it's a pretty small road, now everyone parks on the road unfortunately(which makes it a pain dealing with on-coming traffic) and these guys are no different however they have too many cars out front(around 4) and also two really long car trailers. I have a bad driveway and the only way to get in without scraping my bumper is by reverse parking and they don't really leave any space for that, is there anything I can do about these assholes?
