Why can't recruiting be automated?

I guess given today's model - it seems that recruiting is a marketplace where the candidate submits their resume for a recruiter who then provides resumes for different companies. Why can't we have a system where candidates submit their resume (a singular version) and have companies bid on it? Is this considered unethical?

Could we avoid some of the back and forth of a middleman (recruiter) between a candidate and a company?
