Why Ranchi is not being developed as IT city

Weather is so nice in Ranchi. People are good. Why Ranchi is not being developed as a IT city. It has college like BIT and IIM. There are lots of IT folks from Bihar, Jharkhand, orrisa, Bangal going Bangalore for jobs.
