What makes everyone so afraid

Why do I constantly see posts for both Ps3 and Vita, about people who are afraid they are going to be banned for one reason or another? Where does this fear generate from? I can't recall reading or watching any recent content that involves jailbreak/homebrew where users are warned about possible bans.
