Hoopa Unbound worth leveling?

So I have this guy from a while back! He is one of my favorite Mons but I’m wary about investing a bunch of stardust in him if there are better Mons in his typing. Is he worth the dust or are there better Mons in his typing? Like Mewtwo as a psychic attacker for example.
