Help Please, No difference noticed between 13700k and 9800x3d

Background: I'm fairly new to PC as of Jan 2024.

I have a 4090. I decided to build my daughter a PC and passed on my 13700k with an ASUS Prime Z790 while upgrading mine to a 9800x3d with an ASUS Strix X870e (MC bundle). Supposedly I would 30ish more frames in games but so far in KCD2 and BO6 I'm not noticing this difference.

I'm not necesarily upset because other benefits are apparent. I think the new Ram, SSD and motherboard are making everything load faster and feel snappier but just wondering if I'm doing something wrong on the CPU side.
