First pc build and stutters while gaming

Just got my first build in a few weeks ago and noticed while im playing Fortnite that it tends to sputter from time. The fonts on the screen get hassy or blurry when running. Also, theres time while im loading the game will just crash. Thought it was just the game thing,but now im playng resident evil 3 and its sputtering throughout the game casually and even did it alot in a cut scene pretty bad making think it was going to crash
