why is this happening (pls help)

anytime i plug in a secondary usb device it turns on then immediately turns off and stops working. and yes both usb ports work, i even tried plugging it into an external usb port with 4 slots and none worked this only happens on either my mouse or keyboard for some reason the external usb works fine( would reallyy appreciate any help)
