Food ordering fraud?

Anyone know the origin of the recent PayPal food delivery scams? My partner recently got an out-of-state food order using his PayPal. I had the same thing happen a few months ago. Looking it up, I noticed a bunch of people had similar experiences- all for food orders. So what's the deal? I would think scammers would go for a bigger payout. Are PayPal logins being sold on the dark web? Is this the end game of phishing? Are food websites really lax with PayPal security? What's the deal?
