Pigeon War

I'm fighting a ridiculous war with two pigeons who insist on making my condo balcony their home, to the point where I woke up to them trying to nest in my trashcan, and I'm beyond annoyed.

My condo association has rules about what can go out there so netting and spike strips are a no. A neighbour has a plastic owl but I'm not sure how much it helps. I'm considering wind chimes but have to check the association rules for them.

I want to discourage nesting, because I know if they manage to have a clutch, moving the nest even slightly would kill the babies and I'm not that mean.

All the bins are now flipped over and I've sprayed them with cayenne and water. I've also swept away nesting material and poop
