Why dps xilonen is better than xiao (both c2)

Xilonen can use the Obsidan Codex set meaning she can get 4 crit rate more than xiao using his bis artifact set (mh) meaning she's already better by 4%. Since she can res shred her sub dps like furina, mavuika or xiangling can do more dmg meaning xilonen's team can outdamage xiao's team also she scales off of defense which means she's easy to build unlike a specific 4'11 anemo emo boy who needs atk, er and crit.
