Why are the Suns so bad?

I understand the roster construction is awful and they lack a point guard and good big men. But you’d think KD and Book who are considered around top 10 players would be able to get them to .500 at least. 31-36 is a horrible record for their talent level, KD is just not that good anymore I think.
