Spotify and clearing samples

So I started looking at some smaller artists and one popped up that was using vocals from Eli Brown and some other real big producers. Dude makes good music but is a smaller artist so I doubt he got it cleared. I'm wondering how he got it on spotify and hasn't had it taken down? Is there a service that handles this kind of thing for you or is he just saying fuck it and uploading uncleared work.
