Autos empty during peak hours in bkc

last week, we were trying to travel from bkc to chembur , and were waiting at a bus stop, but all autos were empty and refused to go anywhere. There were around 10 people at the bus stop and autos refused literally everywhere in Mumbai (Andheri no, bandra no, kurla no, ghatkoper no, phoenix Mall no) but the wierd fact was 90% of the autos were empty , and there was no scarcity of autos too, there were atleast 2 autos coming every minute or so. Still, they would go nowhere! Why are they on the road aggravating traffic and also wasting money and petrol if they would go nowhere in the 10 km radius??
