Limit to Number of Phones on MobileX?

I bought and activated a SIM on MobileX. It works fine so I bought another and attempted to activate another number on second phone. During the process I got a notice that only one phone per account is permitted. This sounds strange so I contacted support and sure enough I was told this is true and that I can’t have a second MobileX phone.

This sounds so counter intuitive I still can’t believe it. Is this true or is it some weird misunderstanding?
