Peni mains, how would you balance peni?

How would you balance peni so she is good at high elo while not being so busted it’s just a free win at low elo?

For most people peni is unplayable in celestial+. Yes Ik cringe alarm exists.

However she stomps lower ranks. What would it take to make peni A tier in diamond plus lobbies without making her absolutely busted in low lobbies.

My idea is buff her ult and increase her snare time. Snare time has a larger impact on high elo players.

Update: after reading everyone’s input. I think the best way to buff her is to have high skill ceiling buffs. Here is what I come up with.

1)spider mines track faster

2)apply a slowing affect on her cannons.

3)increase snare time

4)make web passives apply to teammates. Heals, overshield, and speed boost.

5)enemies standing on the web gets slowed.

6)longer zipline web

7)Allow her to climb horizontally as well.

8) Peni Parker is in an armored suit. The head of the Mech is not where her head is. New passive: no headshots on Peni.

9) Peni's tether should not snap ever. She should not be displaced when tethered.
