Are Milestone cooldown decreases and Storage increases account wide?

I've purchased the Milestone cooldowns to take it down to 5 mins and I have purchased 1 storage increase from the store. I noticed when I created a new character that my milestone cd was 1hr again and my Bag 1 wasn't increased in storage but instead I had 5 bags with the last 2 bags combining for 5 extra spaces.

Are the Milestone cd decreases and bag Storage increases account wide? what about server wide?
