how does quick recharge rune work?

i know that it only trigger sometimes.

but what is the percentage? i tried in trixion it seems very random and the proc rate is around 1 in 10 times usage of the skill.

does this means it is better to put it on a low cd skill? or does every skill has the same proc rate or not?

also why sg cant just write is clearly in the description?
