Is Prokel realistic on ilvl?

With the ever increasing floor of this game, it seems like many new characters will be at 1490 near instantly.

Coincidentally, the raid you pretty much HAVE to do has Prokel, which seems to be the biggest wall in getting any form of learning party going.

So far, the only successful parties I have done have had some over leveled person taking care of Prokel.
