Cloudy water

I've had some issues with cloudy water recently with the new tank. I've tried water clarifier, waiting, turning off the filter to maybe let it settle, small water change. But nothing, is there anything that I haven't tried? I was thinking of getting a sponge filter to go with the other filter I got, but I'm currently out of money from everything else I got for the tank

The loach at the bottom was the loach I got before I had the 40 gallon tank, there is a sea snail and 2 angelfish in the tank as well
